Shipping goods to Countries covered by an OGEL
No, not even if the goods are being returned to the UK before their final end-use. This is because the OGEL effectively controls goods even after incorporation, so the end-user of the main equipment must be in a country covered by the OGEL. If you wish to apply for an OIEL, please bear in mind the following:
1. OIELs do not generally control after incorporation - so your OIEL application need only specify the country of the manufacturer to which you wish to export, e.g. if exporting military aircraft parts to a German company for end-use by UK, Italy, Germany and Saudi Arabia, your OIEL application need only have Germany as a permitted destination.
2. Because it would initially appear that the OGEL would be suitable, any application (SIEL or OIEL) should be supported by a letter setting out hat the reason for application is that OGEL conditions cannot be met.
